What can go wrong

The GDR program inflicted severe, often irreversible harm with supraphysiological anabolic steroids, frequently on non-consenting minors: virilization in girls and women, infertility, liver and cardiovascular disease, cancers, and psychological harm, with effects reported into athletes' children. This is a documented case of coerced doping, not guidance.

This is something to take to a clinician. The Atlas can tell you what is known about east german state doping (staatsplan 14.25) in general. It cannot tell you what is happening in your body, and the difference matters most for exactly the symptoms that bring people to this page.

The German Democratic Republic ran the most thoroughly documented state doping program in history. Under the codename Staatsplan (State Plan) 14.25, from the early 1970s the GDR systematically administered anabolic steroids, primarily the oral steroid Oral-Turinabol (chlorodehydromethyltestosterone), to thousands of athletes, including teenage girls, frequently without their informed consent and disguised as 'vitamins.' Overseen by sports officials, doctors, and the Stasi, it delivered Olympic medals at the cost of severe, lasting harm: virilization, liver and cardiovascular damage, infertility, and other chronic conditions. After reunification, surviving documents enabled criminal convictions and a victims' compensation fund. It is the definitive case of institutionalized doping.

A government that doped thousands of its own athletes, many minors, often without consent, and wrote it down.

What people take it for

What it is taken for. Approval, where it exists, covers only some of these.

  • State athletic performance enhancement for Olympic/international medals
  • Systematic dosing of athletes across many sports (notably swimming, track and field)
  • Now a documented reference case for anti-doping policy and ethics

How it works

Oral-Turinabol is a 17-alpha-alkylated, orally active anabolic-androgenic steroid (a chlorinated derivative related to methandrostenolone) that activates the androgen receptor to drive muscle growth and strength. In the GDR program it was administered in controlled, often escalating regimens timed around competition and testing. In women and girls, the population in whom the gains were proportionally largest and the harms most visible, supraphysiological androgen exposure caused virilization (deepened voice, hirsutism, clitoral enlargement), menstrual and reproductive disruption, and long-term endocrine and metabolic damage, alongside the hepatotoxic and cardiovascular risks of chronic 17-alkylated steroid use.

Safety in detail

This entry documents coerced, non-consensual supraphysiological anabolic-steroid administration with severe documented harms. It is presented as medical-historical and ethical record, not as any form of clinical guidance.

Replacement is not the same as a cycle

The GDR program used supraphysiological anabolic dosing for performance, not therapeutic replacement. The catastrophic, often irreversible harms, virilization in girls and women, infertility, liver and cardiovascular disease, cancers, illustrate the extreme end of androgen abuse and bear no relation to monitored physiological testosterone replacement.

What people get wrong

  • Often saidState doping was rumor, not proven

ActuallyIt is among the best-documented episodes in sports history because the GDR kept detailed records, later recovered and used in court. Officials and physicians were criminally convicted.

  • Often saidOnly adult athletes who chose to dope were involved

ActuallyMany subjects were minors, especially teenage girls, dosed without informed consent under the guise of vitamins. The non-consensual harm to children is central to the program's notoriety.

How we got here

The GDR built an industrialized sports machine to win international prestige for a small state. From the early 1970s this included a centralized, secret doping system formalized under the codename Staatsplan 14.25. Sports physicians and officials, coordinated with the Stasi, administered anabolic steroids, above all Jenapharm's Oral-Turinabol, to athletes across many sports, frequently presenting the pills as vitamins or recovery aids and dosing athletes who were minors and could not consent. The program was meticulously bureaucratic, which is why so much is known: detailed records survived. The results on the medal table were dramatic, especially in women's swimming and track and field through the 1970s and 1980s. The human cost was severe and lasting. After reunification, researchers and prosecutors used the surviving documents (notably work by Werner Franke and Brigitte Berendonk, who recovered classified dissertations and dosing records) to expose the system. Criminal trials in the late 1990s and 2000s convicted officials and doctors, including sports-medicine leaders, and Germany established a compensation fund for affected athletes, many of whom suffered chronic illness, infertility, gynecological cancers, organ damage, psychological harm, and, in some cases, complications affecting their children. Staatsplan 14.25 is the most fully documented doping program ever uncovered and a central justification for the modern, independent anti-doping framework (WADA, founded 1999), proof that doping can be organized at the level of the state and inflicted on athletes who never agreed to it.

What we do not know

  • How complete is the documentary record, and how many athletes' exposures remain unquantified?
  • What are the full multigenerational health effects, including in athletes' children?
