Underground Labs (UGLs)
How anabolic steroids are actually brewed, filled, and sold outside pharmaceutical control
Evidence grade 4 of 5, Strong. Read how the Atlas grades evidence.
The written rationale for this grade is still being prepared.
- FDA
- Not applicable (illicit manufacture; no GMP oversight, no marketing authorization)

What can go wrong
Documented harms include: injection-site abscess and cellulitis from non-sterile fill; bloodstream infection; granuloma and sterile abscess from particulate or poorly dissolved product; and toxic or ineffective exposure from dose inaccuracy (a vial labeled 250 mg/ml may contain far more, far less, or a different hormone entirely). Because there is no batch record and no recall mechanism, a contaminated or mislabeled batch keeps circulating.
This is something to take to a clinician. The Atlas can tell you what is known about underground labs (ugls) in general. It cannot tell you what is happening in your body, and the difference matters most for exactly the symptoms that bring people to this page.
An 'underground lab' (UGL) is not a laboratory in any regulated sense. It is a person or small operation that buys raw hormone powder (typically imported), dissolves it into oil or presses it into tablets, and sells the finished product through gyms, encrypted chat, and web stores. The DEA's Operation Raw Deal (2007) exposed this model at scale: 56 labs seized, 242 kg of Chinese-origin raw powder, and 27 pill presses. Independent testing services repeatedly find UGL vials over-dosed, under-dosed, mislabeled as a different compound, or non-sterile. This entry documents how the market mechanics actually work; it is a public-health reference, not a manufacturing guide, and deliberately omits any process detail that would function as instructions.
A 'lab' is often a kitchen, a magnetic stirrer, and a box of unfiltered oil.
What people take it for
What it is taken for. Approval, where it exists, covers only some of these.
How it works
The consumer-facing pitch is a professional-looking labeled vial with a hologram and a brand. The reality documented by seizure analyses and anonymous testing labs is that the 'brand' is a label and a distribution network, not a manufacturing standard. The active ingredient is bulk raw powder of uncertain identity and purity, put into solution and filtered (or not) with no validated sterility assurance, no content-uniformity testing, and no stability data. Quality varies vial to vial and batch to batch.
Why 'it's a good lab' is not a safety claim
In legitimate pharma, sterility and dose accuracy are guaranteed by validated aseptic process, filtration standards, and independent batch release. A UGL's reputation on a forum reflects at best its recent test results, not a controlled process. A lab that tested accurate last year can drift, switch raw-powder suppliers, or cut corners on filtration under volume pressure, with no recall system and no accountability when a batch goes wrong.
Safety in detail
- No sterility validation, abscess and sepsis risk
- Dose can be far above or below label
- Wrong-compound substitution documented in testing
- No stability, no batch record, no recall pathway
- Reputation is not a controlled-process guarantee
What people get wrong
Often said'It's a trusted lab, so it's safe'
ActuallyA forum reputation reflects past test results, not a validated, audited process. There is no recall when a batch fails.
Often said'Pharma-grade' on the label means pharma quality
ActuallyOn UGL products this is marketing text with no regulatory meaning; only independent testing can speak to content, and none to sterility.
Who profits, and who pushes back
Nobody is named here yet, because we have not done that work on this entry. Read that as unfinished. Somebody almost certainly sells this, and somebody almost certainly disputes it. Assume both until we have checked.
What we do not know
- What fraction of injection-site infections presenting to clinics trace to non-sterile UGL product?
- How quickly do 'reputable' UGL quality profiles drift between tested batches?
Legal status
Sold through gym contacts, encrypted messaging, and gray-market web storefronts rather than pharmacies.
Status current as of July 2026. Regulatory positions change, sometimes quickly.
The market for this
What follows describes how this is bought and sold. It is not a buying guide and it is not an endorsement of any seller.
The blunt harm-reduction reality: because UGL product has no batch release, label claims cannot be trusted without independent testing, and no testing can retroactively confirm sterility of an already-filled vial.

At a glance
- What it is
- Illicit finisher of raw hormone powder into vials/tablets
- Oversight
- None, no GMP, no sterility validation, no batch release testing
- Landmark case
- DEA Operation Raw Deal, 2007
- Core failure modes
- Dose inaccuracy, wrong compound, non-sterility, particulate
What this entry does not yet cover
What follows is unfinished work on our side, not a finding about Underground Labs (UGLs). A short entry is not a safe entry.
- Timeline. We have not built the dated record of research and regulatory events.
- Cost and market. We have not documented what it sells for or who sells it.
- Who uses it. We have not documented the user groups.
- What could change. No forward-looking summary yet.
- How it compares. We have not set it against the alternatives.
- Children and teenagers. We have not checked what is known about younger people.
